It’s a personal thing- if you’re not ready for sex don’t do it.
Also, you should want the person concerned in a non-sexual way as well. Sex for the sake of sex is way less fun, trust me. I’d say if you’re fifteen or older, and feel that you’re completely ready then you can go ahead.
